Тhe Open Method of Coordination ist the main regulatory instrument in the European social policy especially in the areas of employment, social inclusion and social protection.
The aim of this article is to examine its impact upon the social inclusion process of people with disabilities in Bulgaria. From that perspective it focuses first and foremost on the legal framework of the disability policy in Bulgaria as a necessary local precondition for the functioning of the OMC.
The analysis of the OMC itself scrutinizes the outcomes of two main OMC-instruments: the Joint Inclusion Memorandum and the first National Action Plan on Social Inclusion and Social Protection (2006-2008) as well as the problems surrounding the OMC-agenda due to the Bulgarian institutional context. |
