Abstract: At the last few years a lot of institutions in the field of preservations of written culture heritage developed projects for digitalization of traditional documents. To be build vital collections that are resistant of changing of any kind the international community has developed requirements for digital collections. The implementation of standards in creating, managing, developing, and supporting of collections is the main reason of maintaining good digital collections. For Bulgarian libraries, archives and museums are very important to be familiar to the basic requirements for developing good digital collections that are present in the paper.</description>

Abstract: During the past twenty years the „global phenomenon e-government“ and public e-services offered a new way of interaction with government and public administration. The public library became an access point to e-government and e-services. In addition, the role of the libraries and librarians in e-government is most important – they are „bridge“, intermediaries between e-government services and citizens. This is why today’s library and information specialists should have enough competences and professional skills in order to achieve customers’ needs. There are different forms of education in the field of e-government – on Bachelor and Master Degree at the University and qualification courses (lifelong learning). The article discus integration of E-government courses into LIS programs as the right way for preparing future information specialists in Bulgaria.</description>

Abstract: The article is provoked by the section Duel in Livenews.bg where it was raised an interesting question for ballot: more money for libraries or for sport.&#xD;
The author considers a number of issues related to the current state of public li-braries in Bulgaria, the dimensions of the crisis in their services, personnel, funds, financing, etc. The emphasis is placed on the discrepancy between current attitudes of the younger generation, the marginalization of large groups, and the development of the knowledge economy. For example the main question in many publications is how the libraries can surmount the effects of chalga-culture or the mall-culture, which are the choice for majority of the younger population in the country. But essentially, the problem refers to the future of the libraries as active organizations in the information economy. It is undisputed that the use of ICT is growing both in different organizations (governmental institutions, educational institutions, businesses...) and in households. It could be argued that more Bulgarians already personalize their information space according to their individual needs. More importantly, the expectations of the younger generation are about a library founded on ICT and Internet. These expectations are not related directly to the effects of chalga- and mall-culture, rather with the level of technological development of libraries and technological preferences of many Bulgarians. Are the libraries ready for this challenge? The answer is "no" because the libraries are in an uncertain institutional environment on one hand, and on the other – in a market economy with intense competition on IT services. It is a fact that the market is dominated by technology giants like Google, Microsoft, etc., international publishers and distributors of IT products, local "players" or small suppliers, who are struggling, however, to attract the same customers. The success of libraries today largely depends on their positioning in the free market of information services (with or without support by the state). How the public libraries could meet the preferences of the users without clear governmental policy and with an insignificant financing?&#xD;
The author concludes that the public libraries have to prepare for three key trans-formations: (а) to orient their services for users through competitive technologies for the information access; (в) to change their internal structure and to take new activities (mostly related to the management of information flows in the computer networks); (c) to have sufficient qualified personnel in the areas of ICT.</description>

Abstract: The paper is a brief historical analysis and outline of the contemporary issues of the ‘open access’ initiative. The beginning of the ‘OA’ movement to scientific publica-tions emerged in the 90’s of the 20th century and was associated with the possibilities of providing free and quick access for scientists to scientific information online, as well as the idea of overcoming financial barriers. The main ideas of forums, held at Budapest (2001), Bethesda (2003) and Berlin (2003) are presented together with the main courses – the „green“ and the „golden“ roads, their advantages and shortcomings. An attempt is made of an evaluation of the chances of acceptance and application of the two strategies by the scientific community, publishers of periodicals. Barriers and challenges before OA are presented. The conclusion is made that part of specialists consider OA a revolution in scientific communications. They are aware of the high expenses and low productivity of the traditional approach for ensuring access to scientific knowledge and also review the occurring processes as a catalyst to changes in the philosophy of the organization of research work towards a road leading to higher quality and efficiency. The expectations are that the changes shall be fundamental, thus exercising their influ-ence on the entire chain of research as a whole. The evaluations in the paper are carried on the basis of analyses and studies of the evolution of open access in the past decade. On this ground the conclusion is drawn, that in spite of the difficulties, barriers and re-sistance, achievements so far speak of optimism for OA. The first steps are taken in this respect towards the creation of a more effective and cheaper global network for com-munication in science, which possess and distribute enormous data bases. The system should outline the road to coordination and relationship within particular fields of knowledge. It should also resolve a basic question, namely the possibility of the repre-sentatives of research communities at large, regardless where they are, to work in an interactive mode throughout the entire research cycle – from the exchange of ideas, research methods, instruments, data, information to the final result and knowledge. The idea became popular through the term ‘social productivity’. It shall lead to a change in the work of researchers and the philosophy of science. Such changes shall have a deci-sive role not only for researchers and library information specialists, but also for the research community at large and the participants in the communication chain - authors, publishers, distributers of information and literature, bookshops, advertising agencies, creators of data bases, together with management bodies and commissions, dealing with knowledge and information. It is early to claim a light transformation and substitution of communication channels in science. Traditions and conservatism, even conflicts offer some advantages. What is essential is that in the coming years a balance is reached. Hope for this is to a great extent in OA.</description>
